With no private animal sheltering system, government animal control facilities in most of Mexico are basically catch and kill operations with no adoption programs. Sadly, the government does not provide money for adequate shelter, food, or veterinary care for animals in the Centro Anti Rabicos (CARs). The most disturbing fact is the manner in which these animals are euthanized:  Dogs and cats are destroyed by electrocution or drowning, versus humane alternatives, in an effort to save money.

By working closely with public health officials in Monterrey, Saving Animals Across Borders' international training team has converted all seven CARs in Mexico's second largest city to humane euthanasia by injection for homeless animals.
